Controversial plan for 80 new homes clears final hurdle
GREEN FIELDS IN TOTTON TO BE DEVELOPED
There really is no surprise at all that this housing development, proposed for green fields in Calmore has now been given the go ahead by the Conservative controlled New Forest District Council.
Although the local Conservative Councillors campaigned against it they knew that the original decision to object was almost certain to be overturned by a Planning Inspector.
The real problem in respect of this development was that the Conservatives failed to have an updated agreed Local Plan in place.
In relying on a document that was 20 years out of date, the Council was not able to demonstrate that it had sufficient land set aside to meet government housing targets. As a consequence, all the developers had to do was appeal the decision and a Planning Inspector was then pretty much bound to grant the appeal, (which he did).
The irony is that a Local Plan was finally put in place, too late to protect this site from being developed. However, only a matter of weeks later, the government has opened up the whole question of housing numbers that must be built in the district, changing the rules in favour of even more development.
I am pretty sure that government see a major housebuilding programme as a means of stimulating the economy in a post austerity, post Pandemic, situation.
This is, of course good news for the thousands of people who are on waiting lists and are never photographed standing next to Councillors, as in this photograph.
